1. Grab a 9x13 inch baking pan and spray with non-stick baking spray. 2. In a medium bowl, mix together the softened butter, cinnamon, sugar, brown sugar and all purpose flour. Set aside.3. Sift together the flour, baking powder and salt then set aside. In a measuring cup or bowl, mix the sour cream, milk and vanilla together. 4. In the bowl of stand mixer, mix the sugar, butter and vegetable oil together for 2 minutes then add in eggs one at a time. Next, add the wet and dry ingredients by alternating between both, starting and ending with dry. Fold in chocolate chips. 5. Pour the batter into the prepared pan and sprinkle on streusel topping. Bake for 30-35 minutes or until toothpick comes out clean.
